The city extends the benefits of Title II of the Federal Social Security Act, in conformity with the applicable provisions, to all city employees, according to the provisions of K.S.A. 40-2301 et seq.

Minimum and maximum salaries for each position in the city shall be established by the governing body. Individual salaries to be paid to each employee within his or her assigned range shall be determined by the city manager.

Whenever a city official, committee member or employee shall be directed to attend any meetings, hearings or to represent the city in any matter, such person shall, upon approval of the city manager, be reimbursed reasonable and necessary travel expenses and such other actual expenses which are reasonable, necessary and proper. The city manager may authorize cash advances for in-state travel, whereas all out of state advances must be approved by the city commission.

(a) No city officer or employee shall be signatory upon, discuss in an official capacity, vote on any issue concerning or otherwise participate in his or her capacity as a public official or employee in the making of any contract with any person or business:
(1) In which the officer or employee owns a legal or equitable interest exceeding $5,000 or five percent, whichever is less, individually or collectively with his or her spouse; or
(2) From which the officer or employee receives, in the current or immediately preceding or succeeding calendar year, any salary, gratuity, other compensation or a contract for or promise or expectation of any such salary, gratuity or other compensation or remuneration having a dollar value of $1,000 or more; or
(3) In which he or she shall hold the position of officer or director, irrespective of the amount of compensation received from or ownership held in the business.
(b) The prohibitions contained in subsection (a) of this section shall not apply to the following:
(1) Contracts let after competitive bidding has been solicited by published notice; and
(2) Contracts for property or services for which the price or rate is fixed by law.

There is hereby adopted and incorporated by reference for the purpose of establishing rules and regulations for the administration of the city’s personnel program that certain document known as “City of Stockton Personnel Rules and Regulations.” No fewer than three copies of these rules and regulations shall be marked or stamped “Official Copy as Incorporated by the Code of the City of Stockton,” and shall be filed with the city clerk to be open to inspection and available at all reasonable hours of business.

(a) To enable the City of Stockton to attract and retain in its employment persons of competence and to provide a means for supplementing the retirement benefits of city employees, the City of Stockton hereby elects to join a participate in the Kansas Public Employees Deferred Compensation Plan, as authorized by K.S.A. 75-5529a and 75-5529b.
(c) The City Clerk is hereby charged with the duties of serving as local administrator of the plan and shall provide forms to all city employees to specify the amount of any compensation voluntarily deferred, make appropriate reductions from the gross compensation of such employees; transfer to the ING Life Insurance Company the amount so deferred in accordance with the conditions established under the Plan Joinder Agreement.
(d) The City of Stockton, being authorized to become a joint contract owner with the State of Kansas of the group annuity contract issued by ING Life Insurance Company, in conjunction with the Kansas Public Employees Deferred Compensation Plan, hereby authorizes and approves execution of a Plan Joinder Agreement.
(e) The City Clerk shall periodically cause an accounting to be made to each employee participating in the city’s deferred compensation plan of the amount contributed and such other information as may be required by the committee. The city shall not be responsible for any loss incurred by an employee under the city’s deferred compensation plan adopted and approved by this section.

City employees required to use their personal vehicle in the conduct of official City affairs, shall be reimbursed for their actual mileage at a rate set by the city manager. Mileage shall be paid upon direction of the appropriate department head either from the department fund or petty cash fund as the finance director so directs.
