The Stockton ambulance department is an operation and function of the city. The department is staffed by paid volunteers under the direction of the ambulance coordinator. The department’s mission is to provide professional, emergency medical care until such time as a patient is transported to a medical facility or a physician begins to administer treatment.

The coordinator is appointed by and directly responsible to the city manager. The coordinator is responsible for the proper organization, training, discipline and operation of the ambulance department and all equipment.

The ambulance coordinator may authorize the expenditure of funds with approval by the city manager. All standard purchasing procedures of the city are to be followed. Any purchase of equipment or materials, which the city will be responsible for the care and maintenance of, must be approved by the city manager prior to it being added to the city’s inventory.

The coordinator has authority to discipline any department personnel, including suspension or termination. Any suspension or termination must first be approved by the city manager. Any EMS attendant that has been suspended or terminated shall not be permitted to attend department meetings or perform any such services for the city.

No EMS attendant shall attend city department meetings, respond to an emergency situation or operate city vehicles and equipment if under the influence of alcohol, drugs (including prescription drugs) or any foreign substance which impairs an individual’s ability to perform fully the duties and actions required as an emergency medical technician. Any violation of this policy shall result in immediate dismissal as a Stockton EMS attendant.

(a) Any individual interested in being trained as a Stockton EMS attendant must be recommended by the coordinator and approved by the city manager.
(b) The city will reimburse all EMS attendant training expenses associated with books and materials, mileage and testing upon successful completion and certification as an EMS attendant by the State of Kansas. Any individual who does not actively serve as a Stockton EMS attendant for at least one year will be required to reimburse the city for all expenses incurred during training.

Stockton EMS attendant volunteers will be compensated for their services as approved by the city commission. The maximum number of EMS attendants to be compensated on anyone call should not exceed three unless there are extraordinary circumstances. The coordinator shall turn in time sheets to the city manager, on a monthly basis, for approval and payment.

(a) In order to remain a Stockton EMS attendant, all state training requirements must be met.
(b) EMS attendants are encouraged to attend meetings and seminars which enhance their professional abilities, expertise and knowledge. The city manager may authorize payment of registration fees, tuition and other such costs, except for wages, associated with meetings and seminars that have been recommended by the coordinator and approved by the city manager.

The city expects the highest degree of conduct from all EMT’s. Any action or conduct by an EMT which negatively reflects upon the city or integrity of EMT volunteers will be subject to disciplinary action by the coordinator.

(a) For ambulance service provided by the City of Stockton, the following rates and charges for one patient shall apply:
(1) The minimum charge for non-emergency call shall be $375.00, emergency $500.00 plus $15.00 per loaded mile.
(2) The charge for waiting time shall be $30.00 per hour.
(3) Advanced Life Support charge shall be $520.00 non-emergency, $650.00 emergency. This includes an AEMT, Registered Nurse or Doctor on ambulance.
(4) The charge for auto wrecks shall be $550.00.
(b) If an ambulance is called out and no patient is picked up, then a minimum charge of $60 will be assessed if the call is within the city limits. If an ambulance is called out and no patient is picked up, then a minimum charge of $60 plus round trip mileage at $15.00 per mile will be assessed if the call is outside the city limits. This charge can be cancelled at the discretion of the City Manager. The call-out fee will be assessed against the person or entity requesting the service. If law enforcement personnel call out an ambulance, then the call-out fee will be assessed against the person for whom the ambulance was requested.
