ARTICLE 1. CITY ELECTIONS

All city elections within the City of Stockton shall be held in the city hall located at 115 South Walnut Street.

(a)   General elections shall take place on the Tuesday succeeding the first Monday in November 2017, and succeeding elections will be held every year for all such governing body positions whose terms have expired. All elections shall be nonpartisan.

(b)   Commissioners shall be elected to a three (3) year term. Terms of office shall expire on a rotating or staggered basis, so that no more than two (2) commissioners shall be elected in any given year. In 2016, two (2) positions will be elected; in 2017, two (2) positions will be elected and in 2018, one (1) position will be elected.

(c)   Those governing body positions with terms that would have expired in April 2016, shall expire on the second Monday in January of 2017, when the city officials elected in the November 2016 general election take office. Those governing body positions with terms that would have expired in April 2017, shall expire on the second Monday in January of 2018, when the city officials elected in the November 2017 general election take office. Those governing body positions with terms that would have expired in April 2018, shall expire on the second Monday in January of 2019, when the city officials elected in the November 2018 general election take office.

Any person desiring to become a candidate for city office elected at large shall file with the county election officer, before the filing deadline, established in K.S.A. 25–205, and amendments thereto, a declaration of candidacy on a form furnished by the county election officer as specified by the secretary of state accompanied by a filing fee of $20.00.

All City Officials elected in the general election shall be sworn in to office at the first regularly held meeting of the City Commission in January, immediately following the general election.
