The practice or policy of discrimination against individuals by reason of race, sex, religion, color, physical handicap, age, place of origin, national origin or ancestry is a matter of concern to the City of Stockton, since such discrimination threatens not only the rights and privileges of the inhabitants of the city, but menaces the institutions and the foundations of a free and democratic state. Therefore, it is hereby declared to be the policy of the City of Stockton to assure equal opportunities in housing that distinction on account of race, sex, color, physical handicap, age, religion, place of origin, national origin or ancestry shall not be a consideration in the sale or rental of real property.

The governing body shall have the authority to create a fair housing board to serve the citizens of Stockton in the administration and furtherance of the policy established herein. The board shall consist of sufficient members appointed by the governing body to fairly represent all citizens of Stockton and their terms of office shall be as established by the governing body. Members of the fair housing board shall serve without compensation.

The fair housing board may adopt and promulgate such rules and regulations as are deemed necessary for the organization and performance of its duties and to further the policy established herein. Such rules and regulations shall be approved by the governing body prior to being implemented and shall be in conformance with state and federal laws concerning fair housing.
