The streets and houses in the city shall be numbered as provided in this article.

(a) Streets running north and south: Main Street shall be the base, numbering north and south therefrom giving a number to each 25 feet. The odd numbers to be on the west side and the even numbers on the east side. Commencing with one and two north and south of Main Street. Each block to commence with one and two added to 100 for each block north and south of Main Street, as the case may be.
(b) On all streets running east and west: Gracie Street shall be the base, numbering east therefrom and a number shall be given to each 25 feet. The odd numbers to be on the south side of the street and the even numbers on the north side of the street. Each block on the east side of Gracie Street shall commence with one and two on the west end of each block, with 100 added to it for each block east from Gracie Street.

The city manager is hereby authorized to establish such exceptions to the numbering system described in this article as may be necessary by the irregular routing of any streets, avenues and other highways within the city.

The figures of each number put on any building shall be three inches in height and shall be conspicuously placed on the front side of each building.

All owners of buildings, or their agents, are hereby required to number or cause to be numbered, their buildings (if the same are not now numbered) respectively, owned or occupied by them according to the provisions of this article, and if at any time hereafter any new building shall be erected on the streets of the city, the owner or his or her agent, shall within 30 days from the completion of the building number the same as hereinbefore provided for the buildings already erected. Unless any house is situated on ground to which more than one number shall be given, as described in this article, such house shall take that number belonging to the greatest portion of the ground occupied by the house.

If any owner, or agent, of any building in the city shall fail or neglect to cause the same to be numbered within 30 days, as herein required, the governing body may cause the same to be done and the expense thereof with the cost of the numbers shall be charged to the property on which the number is placed, and shall be placed on the tax roll as a special assessment against the property with the regular assessment of the property in the city for general purposes, and collected as other special assessments.

The governing body is hereby authorized and empowered to have a double marker placed at each street crossing in the city showing the names of street crossings and the same shall be placed in as near uniform height as possible with letters not less than 2 inches in height.
