There is hereby incorporated by reference for the purpose of regulating construction within the corporate limits of the city of Stockton, Kansas, that certain uniform code known as the International Plumbing Code, 2009 Edition, as published by the International Code Council. One copy shall be marked or stamped “Official Copy as Adopted by Ordinance No. 1563” and filed with the City Clerk to be open to inspection and available to the public at all reasonable hours. All administrative departments of the city charged with enforcement of the ordinance shall be supplied, at the cost of the city, such number of official copies of such International Plumbing Code similarly marked, as may be deemed expedient.

Every plumbing contractor or master plumber shall, before engaging in business in the city, secure from the city clerk an annual license, the fee for which is hereby fixed at $15, and procure and maintain a liability insurance policy in the amount of $300,000 for the death or injury of any one person and $500,000 for the death or injury of any number of persons in anyone accident and $300,000 for bodily injury or property damages per accident. Such policies of insurance shall be issued by some insurance company authorized to do business in the State of Kansas. Such person may qualify as to the insurance requirements by filing a certificate with the city clerk executed by the resident agent of such company stating that the required policy of insurance has been issued by such company for the purpose required by this article and that such insurer will not cancel the policy except upon giving 30 days’ notice in writing to the city; and that the certificate shall be filed for an annual period beginning January 1 and ending December 31 of such year.

When it appears that the laying or repairing of any water or sewer pipes or the making of any connection therewith shall require excavation in any street, alley or public way of the city or the cutting or removal of any pavement, curb or gutter or any sidewalk, during the course of such work. All excavations shall be barricaded and guarded as provided by the appropriate sections of this code. Before any such excavation shall be backfilled, new plumbing work therein shall be inspected and the bottom of the excavation holding any sewer, drain or water pipe shall be so filled, leveled and tamped as to properly support the pipe and permit proper drainage when carrying sewage, and the excavation shall be backfilled and all paving, curbing, guttering or sidewalks shall be restored as near as possible to their last condition, subject always to the approval of the sewer department personnel.

When no “Y” has been provided in sewer laterals as made on the sewer plat, variation of two lengths of any pipe being allowed in each direction a “Y” may be inserted at the expense of the city, when permission of the building inspector has first been granted. When no “Y” is shown on the plat, the cost of constructing and repairing one will not be paid by the city. When it becomes necessary to break into a sewer connection of vitrified tile 12 inches or less in diameter, a properly installed “Y” or “T” saddle tap shall be used to make the connection. No tap shall be made whatsoever until and unless sewer department personnel is present. Each tap or connection shall be made at the expense of the person connecting with the sewer, except as otherwise provided herein.

(a)   The following fees shall be paid to the city clerk for connecting to the city sewer:

Residents within sewer district, $20;

Residents not within sewer district, $30;

Nonresidents, $200.

(b)   In addition to the sewer connection fee, the property owner shall pay all costs incurred in connecting his or her residence or place of business.

If any section of the Uniform Plumbing Code shall be held unconstitutional or otherwise invalid by any court of competent jurisdiction, then such section shall be considered separate and apart from the remaining provisions of the Uniform Plumbing Code, the section is to be completely severable from the remaining provisions which shall continue in full force and effect.

All new construction and any major renovation or remodeling involving plumbing construction shall include a service disconnect valve located along the water line on the customer’s side of the water meter. If installed within a building, said disconnect valve shall be located above the floor line in an easily accessible area. Such disconnect valve shall be approved by the city water superintendent.

All new construction and any major renovation or remodeling involving sewer construction shall be performed using sewer pipe with a specification of SDR-35 or Schedule 40 PVC or higher grade. Such material shall be approved by the city sewer superintendent.

Hereafter any plastic pipe installed underground within the city limits shall have attached thereto copper tracer wire and copper connectors sufficient to allow the pipe to be located in the future by use of a metal detector or line locator.
