Pursuant to the provisions of Chapter 12, Article 7, Kansas Statutes the City of Stockton hereby incorporates by reference for the purpose of providing regulations governing land use within the City of Stockton, Kansas, all of the zoning regulations contained in that document thereafter known and referred to as the “Zoning Regulations for the City of Stockton, Kansas,” as approved and recommended by the Planning Commission of the City of Stockton. No fewer than three copies of the Zoning Regulations for the City of Stockton, Kansas, shall be marked or stamped “Official Copy as incorporated by Ordinance No. 1591 of the City of Stockton, Kansas,” and such copies shall be filed with the city clerk to be open to inspection and available to the public at all reasonable business hours, provided that such official copies may not be removed from city hall. All city officials requiring the use of the Zoning Regulations for the City of Stockton, Kansas, shall be supplied, at the expense of the City, such number of official copies of such ordinance as may be deemed expedient by the Governing Body. Said zoning regulations and/or zoning map has subsequently been amended by Ordinance Nos. 1615, 1627, 1628, 1629 and 1674.

(a) The location boundaries of the zones and districts created by the zoning ordinance for the city, herein above incorporated by reference, are hereby established as defined and shown on the map entitled “Zoning Districts Map, Stockton, Kansas,” recommended by the planning commission, prepared and published in map form, and signed by the mayor and city clerk and hereinafter referred to as the “Stockton Zoning Map.” Said zoning map has subsequently been amended by Ordinance Nos. 1615, 1627, 1628, 1629 and 1674.
(b) The Stockton zoning map above referred to and all notations thereon are hereby incorporated by reference and made a part of the zoning ordinance incorporated by reference in section 16-301 of this article including any and all extraterritorial areas so zoned by the city.
(c) The Stockton zoning map shall be marked “Official Copy as Incorporated by the Code of the City of Stockton, Kansas” and filed in the office of the city clerk to be open for inspection and available to the public at all reasonable hours.

No permit for the erection, alteration, enlargement of any building shall be issued nor shall any building be moved in, unless there is first filed in the office of the city clerk by the applicant therefor, a plat in duplicate, showing the location and dimensions and location on the lot of the building to be erected, altered, enlarged or moved in, together with a true statement in writing, signed by the applicant, showing the use of which such building is arranged, intended, designed and furnished, and such other information as the governing body may require in the enforcement of the provisions of this article. Permits for the erection, alteration, enlargement or moving in of any building shall be authorized by the city manager. Appeals from the ruling of the city manager may be made to the board of zoning appeals by filing with the board of zoning appeals, a notice of appeal, specifying the grounds thereof.

The boundaries of the districts are, unless otherwise indicated, the center lines of streets or alleys.

Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with, or who resists the enforcement of any of the provisions of this article shall be fined according to Section 1.6 of the City of Stockton Zoning Regulations.

It shall be the duty of the city manager, zoning administrator or other designated official to enforce the provisions of this article, and no permit shall be issued for the use of any premises or for the construction, alteration of moving of any building or part thereof unless the plans and intended use of the building and premises shall conform in all respects to the provisions of this article. Appeal from the decision of the governing body may be made to the appeal board as provided in 16-310.

No fewer than three copies of the Wind Energy Conversion Systems Ordinance for the City of Stockton, Kansas, shall be marked or stamped “Official Copy as incorporated by Ordinance No. 1564 of the City of Stockton, Kansas,” and such copies shall be filed with the city clerk to be open to inspection and available to the public at all reasonable business hours, provided that such official copies may not be removed from city hall. All city officials requiring the use of the Wind Energy Conversion Systems Ordinance for the City of Stockton, Kansas, shall be supplied, at the expense of the City, such number of official copies of such ordinance as may be deemed expedient by the Governing Body.
